jail: add capabilities support
If there is one or more capabilities in cap.keep,
drop all capabilities not in cap.keep.
Always drop all capabalities in cap.drop
exemple json syntax:
{
"cap.keep": [
"cap_net_raw"
],
"cap.drop": []
}
